Update docs regarding cgroup and DB on Astra

  1. Update error message for cgroup2, as grubby is not installed by default in Ubuntu 22.04 or Astra Linux.
  2. For Astra, add troubleshooting connecting to DB for Astra Linux as taken from Svace docs.
