Remove tasks upload

Андрианов Павел Сергеевич requested to merge remove_task_upload into master

In case of local deploy, transfer tasks via bridge is redundant.

  • Remove transmission vtg -> native_scheduler.
  • Remove transmission native_scheduler -> vrp.

By default we use files on the file systems. However, the old way transmission via bridge is available with an option send tasks. The option is in FVTP section of Linux.json.
